The Devon Oil Collective is a simple to use bulk-purchasing collective of Devon Residents and Businesses. As a member of the Devon Oil Collective you have consistent access to competitively priced oil without having to spend time shopping around.
Membership of the Devon Oil Collective has no set up costs or annual membership fee, instead we charge membership as a pence per litre of oil ordered.
The scheme runs in conjunction with AF Affinity, a large agricultural co-operative [based in Norfolk] that uses its considerable purchasing power to obtain good prices from both national and local suppliers. AF Affinity Limited run similar schemes for a number of our ‘sister’ organisations. Once you join you are listed with Affinity and you can place your order directly with them.
It is important to note you can ONLY place an order with AF Affinity in Devon once you have registered to be a member of the Devon Oil Collective.
We are a fully independent fuel distributor sourcing quality products at the most competitive price to supply industrial, farming and domestic customers. We run all our own vehicles, both for fuels from our depot in Okehampton and keep an extensive stock to meet all our customers’ demands.

Devon Fuels have supplied home fuel throughout Devon since the 1980s. The business was originally a Shell Distributor and was taken over by Tincknell Fuels in the 1990’s. In 2012, Tincknell Fuels sold their Devon business and the Devon Fuels name to Heltor, a Devon based family run fuel business. The company has now been rebranded and has offices in Plymouth, Exeter and a new depot in Barnstaple.
We offer a personal service from friendly local staff in all our depots. We will deliver a minimum quantity of 500 litres and we operate a full range of tankers, from our smaller baby tanker ideal for getting into those tight deliveries to the largest artic tankers making deliveries of 36,000 litres.
Heltor have considerable experience within the fuel industry having been operating since the early 1960’s. The family business began on a farm in Devon before relocating to Heathfield industrial estate in the 1970’s.
At this time the company broadened their client base and expanded into Cornwall, setting up a depot in St Austell. The company is still a family run business to this day. Employing friendly, local staff who we know hold a wealth of local knowledge, allowing us to provide an unrivalled service at competitive prices throughout Devon and Cornwall.
In the 1980’s Heltor became an authorised gulf petroleum distributor and continued to expand its commercial agricultural and domestic business. We offer our own brand lubricants alongside all main brands Shell and Castrol. In addition, we are now an authorised distributor for Phillip 66 who owns the Jet brand in the UK.
We operate a full range of tankers. From our smaller baby tanker delivering 500 litres to our largest artic tankers making deliveries of 36,000 litres.
After trading in Plymouth for 116 years it is with great sadness that we have had to take the difficult decision to close our store .
Unfortunately our city centre shop has suffered due to lack of footfall and since its closure during the COVID-19 pandemic is no longer viable.
During the lock down many of you have ordered online or over the phone and we have been happy to deliver to your homes, this will continue.

Bad news lovelies, but we're having to close the dairy down at the end of next week. [4th September 2020]
We really want to keep going but we simply can't. The changes which have taken place in the marketplace and general economy over the past couple of years have made it incredibly challenging to produce food at the standard we feel comfortable with whilst maintaining and running a well-run and up-to-date dairy. We've therefore decided to shut our doors and say farewell to Stapleton.
Thank you so much to all of you for your support over the last 45 years. We were especially heartened by the support of all our local shops and customers during the Covid crisis and for this we are incredibly grateful.
